The requirement also applies to those who are telecommuting and working virtually.Any concerns about the ability to meet this requirement should be directed to HR Solutions at (505) 284-4700.Salary Range$63,500 - $104,800*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.What Your Job Will Be LikeOrganizations 03511, Retirement & Time Away Management, and 03512, Health Plans & OE, are currently seeking Benefits Analysts that can act as a subject matter expert, providing leadership in benefit programs and policies.The selected candidate will develop benefit policies and programs including, but not limited to, health and welfare plans (medical, dental, vision, prescription, flexible spending account, health saving account, health reimbursement account), defined contribution plans 401(k), qualified and non-qualified defined benefit pension plans, family medical leave act (FMLA), California family rights act (CFRA), paid leave programs, sick, long term disability, life insurance, voluntary benefits, benefits service credit management, annual open enrollments, Consolidated Omnibus Budget Reconciliation Act (COBRA), Affordable Care Act (ACA) compliance, and reporting, survivor benefit programs.Candidates applying on this requisition may be interviewed and/or hired into one of several organizations at Sandia National Laboratories.On any given day, one may be called upon to:

  • Strategically design, implement, and administer Lab-wide benefit programs, policies, services, and projects for both active and retiree population
  • Comply with applicable laws and U.S. Department of Energy (DOE) regulations, policies, and National Technology & Engineering Solutions of Sandia, LLC "NTESS" Prime Contract deliverables
  • Be responsible for Employee Retirement Income Security Act (ERISA) benefit plan documents and appeal support
  • Support union negotiation and audits
  • Provide strategic guidance and recommendations to management on annual benefit plan and/or policy changes
  • Ensure legal and regulatory compliance with relevant state and federal law of benefits programs
  • Lead and develop lab-wide benefit plan programs, projects, and policies with a broad scope ensuring an integrated systems approach
  • Collect, evaluate, and analyze data to identify discrepancies, trends, and opportunities for improvement in design, process and functionality of systems, programs, and products used or managed by the benefits team
  • Submit required reports and disclosures to participants and regulatory authorities; manage data and financial information, including budget reconciliations and projections, while analyzing benefit trends, costs, and claims
  • Create communication strategies for benefit program events, changes, and other program requirements
  • Partner with procurement managers to negotiate vendor contracts
  • Lead internal procurement process and requirements for benefit contracts, including development of statements of work and other technical requirements
  • Conduct research on specific benefit topics and provides proposals and advisement on options and directions
  • Supervise and conduct benefit surveys for benchmarking and industry standard processes; assess industry trends to ensure plans are competitive, cost effective, and align with DOE policy
  • Develop, measure, metric, and report the overall effectiveness of human resources initiatives, processes, and procedures
  • Use plan formulas to establish rates that are aligned with the plan document to calculate life insurance premiums, imputed income, and pension amounts
  • Partner with key customers including management, HR solutions, compensation, human resources business partners, payroll, internal and external legal, procurement, IT, onsite clinic, medical case managers, and health education Qualifications We Require
    • A Bachelor's degree in a related field, plus 5 years related experience; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job
    • The ability to acquire and maintain a DOE L-level security clearance Qualifications We Desire
      • General knowledge of benefit policies, practices, and procedures including knowledge of record management & retention schedules, and labor bargaining agreements
      • Intermediate knowledge of and experience with data and financial analysis using common office software, (e.g. Microsoft Excel, HRIS systems, Peoplesoft, Oracle HCM, etc.)
      • A solid understanding of federal and state laws governing benefits, including, but not limited to, the Employee Retirement Income Security Act (ERISA), Family Medical Leave Act (FMLA), Equal Employment Opportunity (EEO), Internal Revenue Code (IRC), Uniformed Services Employment and Reemployment Rights Act (USERRA), the Health Insurance Portability and Accountability Act (HIPPA), Affordable Care Act (ACA), Consolidated Omnibus Budget Reconciliation Act (COBRA), pension & retirement savings (Secure, ERISA, Other), and relevant DOE orders and regulations
      • The ability to effectively manage active benefit vendor contracts, budgets, and relationships; lead future contract procurement processes
      • Strong analytical and critical thinking skills with the demonstrated ability to apply these skills to identify deficiencies and develop strategies to resolve complex issues
      • The ability to handle confidential information appropriately while in compliance with HIPAA and internal Personally Identifiable Information (PII) requirements
      • The ability to organize, establish priorities, lead, and implement assignments and projects to completion with multiple tasks
      • The ability to integrate with leadership and interact effectively with all levels both internal and external to build effective working relations
      • Demonstrated leadership, collaboration, and project management skills with the ability to influence positive outcomes without direct authority
      • Excellent interpersonal and communication skills, both written and verbal
