Overview:Now hiring a Sourcing Specialistfor our Supply Chain
Department!
The Sourcing Specialist will proactively assist in identifying
savings opportunities, managing expiring contracts, and addressing
new supplies and services requests and process changes. The
Sourcing Specialist is also responsible for supporting the Sourcing
and Contracting Managers and their activities associated with
leading the Value Analysis processes. This position is also
responsible for managing the utilization and maintenance of the
MediTract contract workflow and repository system for supply chain
related contracts.

- Bachelor degree required or 6 years of relevant experience in
lieu of degree.
- 3+ years experience in healthcare supply chain or industry
related supply chain experience. (Related fields may include
Business Manager, Legal, Purchasing, Contracting, Accounting,
Business Management, Population Health, Project Management,
Business Analytics)
Education:Essential: * Bachelor DegreeResponsibilities:
- Support Sourcing & Contracting Managers in their roles of
preparing for VAT meetings, conducting research for opportunity
identification and vetting, prioritizing initiatives, recording
minutes, and performing follow-up activities and communications for
VAT action items.
- Support activities associated with Opportunity Identification
and documentation using VAT tools and methodologies (OIW) to
analyze and address existing supplies and services, expiring
contracts, and new supplies and services requests and process
changes; and lead efforts to proactively identify
opportunities.
- Support managing and maintaining the Opportunity Tracking
Report (OTR) to ensure its accuracy for VASC reporting and for
annual budget preparation.
- Conduct certain aspects of Preliminary Analysis in order to
validate assumptions, determine risks, and quantify the potential
value of the opportunity. Occasionally, summarize analyses and make
recommendations for Pursuit Strategy .
- Provide support for opportunity evaluation and vetting to
include determining current obligations; establishing baselines
(price, utilization, etc.); obtaining current procedures,
protocols, satisfaction levels, statistics, etc.; identifying end
users/stakeholders; identifying related/comparable products;
identifying alternative suppliers, processes, protocols, etc.;
conducting market research i.e. , websites, GPO, MD Buyline, and
price benchmarking; and occasionally preparing Initiative Approval
Worksheet (IAW).
- Prepare draft presentations of completed preliminary analysis
and pursuit for the Sourcing & Contracting Managers consideration;
and support decision-making processes. If decision is made to
pursue the opportunity, Initial Approval , support the Sourcing &
Contracts Managers in documenting the complexity and priority of
the initiative.
- Support the Sourcing & Contracting managers in completing tasks
associated with Pursuit activities such as improving current
pricing, standardizing supplies, consolidating suppliers, improving
contractual language and performance standards, improving
utilization, processes, reducing inventory, and outcomes.
- Provide support for activities related to developing and
issuing and RFP; analyzing RFP responses, benchmarking, trials,
reference checks; developing negotiation strategy and conducting
negotiations; and contract development , review and approval
processes to include Legal Counsel review and approval.
- Provide support for activities related to the Implementation
process of approved opportunities, such as utilizing the VAT
Decision/ Implementation Checklist to ensure steps that apply to
this opportunity are completed; e.g., PHS Contract Checklist (Legal
Counsel review, Compliance Officer review, Administrative approval
signatures); Contract Repository; notifying end users and
stakeholders; scheduling education/in-services; notifying
distributors/GPO; notifying purchasing; loading contracts;
scheduling product conversion/exchange stock; and ensuring the MMIS
Item File and Vendor Master File and other systems are
updated.
- Instrumental in Monitoring the validation of the expected
savings, customer satisfaction, performance standards, contractual
compliance, and quality outcomes of selected initiatives.
- Support the optimization of Lawson and available technologies
to better perform tasks, and to improve services and outcomes
- Ensure 100% compliance with all Federal and State healthcare
regulations, TJC standards, and PHS Policies and Procedures
- Actively support Supply Chain Formulary enforcement; and
provide leadership for addressing back-orders, stock-outs,
substitutes, trials, conversions, and recalls
- Support holding key supply chain suppliers accountable for
service standards.
- Support education and communications plans for all
user-departments and key stakeholders to ensure compliance with
Supply Chain Policies and Procedures and to support VAT
initiatives.
- Stay abreast of industry best practices and trends and
recommend operational improvements to Director, Supply Chain
Logistics and VP, Supply Chain
