Job Description:

Position Summary Plan, direct, manage and oversee the activities and operations of an assigned division within the Solid Waste Department; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Solid Waste Director. Job descriptions are intended to present a general list of tasks/duties performed by employees within this job classification. Minimum Education, Experience And Additional Requirements Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Bachelor's degree from an accredited college or university in environmental science or business administration; and Seven (7) years of managerial experience in solid waste operations; and To include (4) years of supervisory experience. ADDITIONAL REQUIREMENTS: When assigned to the Collection Division: Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire. Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire. Possession of a Solid Waste Association of North America (SWANA) Managing Solid Waste Collections System Certification preferred. Preferred Knowledge Operations, services and activities of a comprehensive solid waste program relative to assigned operations Principles and procedures of planning and its application Modern office methods and equipment including computers Principles of business letter writing and basic report preparation Principles and procedures of record keeping Operational characteristics of equipment pertinent to assigned division services Principles and practices of program development and administration Principles and practices of municipal budget preparation and administration Principles of supervision, training and performance evaluation Pertinent Federal, State, and local laws, codes and regulations Preferred Skills & Abilities Plan, organize, direct and coordinate the work of lower level staff Select, supervise, train and evaluate staff Analyze and assess programs, policies and operational needs and make appropriate adjustments Identify and respond to sensitive community and organizational issues, concerns and needs Develop and administer division goals, objectives and procedures Prepare administrative and financial reports Prepare and administer large and complex budgets Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals Research, analyze and evaluate new service delivery methods and techniques Interpret and apply Federal, State and local policies, laws and regulations Communicate clearly and concisely Establish and maintain effective working relationships with those contacted in the course of work Perform the essential functions of the job with or without reasonable accommodation
