Our team at BUILTSTAFF is immediately seeking multiple Project Controls Specialists to join our federal client's project controls division staff at Los Alamos National Laboratory (LANL) in New Mexico supporting multi-year plutonium infrastructure capital projects & programs for the U.S. Department of Energy's National Nuclear Security Administration (DOE-NNSA).

These positions are not eligible for remote work . If selected for hire, all non-local candidates will receive an extensive relocation package to the northern New Mexico area. The Work You'll Be Doing:
The Project Controls 3 position implements LANL's project controls system, processes, procedures, and tools on a project or program, which is executed by the responsible directorates. This position performs schedule development, maintenance, and monitoring activities; performs cost estimating, analysis, and cost control activities; prepares and reviews the preparation and presentation of cost engineering and planning activities; supports project or program organizational and administrative activities; ensures work is completed as scheduled and budgeted, and identifies cost trends for management attention.

The Project Controls Division (PC-DO) at LANL provides subject matter expertise to support standard Project Management operations along with the application of the LANS-certified Earned Value Management System, where appropriate, for ensuring control systems are maintained in full compliance with that certification. The PC-DO has over 200 employees deployed across the Laboratory performing project controls functions for both capital projects and science programs.

Position Requirements:
This position requires advanced knowledge of project controls, a high degree of technical skilled experience, and a proven ability to develop and implement policies that support project controls objectives. To qualify for this position, applicants are expected to meet (or exceed) the following education, experience, and skill requirements:
Bachelor's Degree with 6-10 years of professional work experience within the Project Controls function and sub-functions of Cost & Scheduling; or, applicants holding a lower-level (or no degree) may qualify with 8-14+ years of relevant work history and experience.
Advanced experience performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis using the scheduling software tool Primavera P6.
Advanced cost estimating and cost control experience using Deltek Cobra, or a similar cost processor/reporting tool, with well-versed knowledge of financial reporting systems and cost and variance analysis.
Advanced experience implementing, utilizing, and maintaining Earned Value Management Systems (EVMS), with experience using the EVMS analysis and reporting tool Encore Analytics Empower.
Experience working on large capital projects/programs throughout all phases, including initiation, planning, execution, and closeout.
Experience preparing project controls reports, plans, and detailed staffing utilization plans.
Knowledge of engineering and/or construction management best practices, customarily acquired over time through specialized instruction or practical experience.
Previous experience working in large organizations, programs, or projects with significant fiscal and programmatic responsibilities.
Experience with financial reporting systems and specific project code of accounts.
Advanced experience using personal computer operating systems and general computer applications and software, including several basic software applications such as MS Word, Excel, and PowerPoint.
A distinguished record following technical direction and goals, developing programs, implementing effective business practices and systems, analyzing budgets and finances, and interacting with customers and stakeholders.
Demonstrated leadership experience in effective decision-making and creative problem-solving, with proven ability to build and grow effective internal and external organizational relationships.
Ability to work independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities.
Demonstrated experience working on multiple projects with frequent interruptions, varying priorities, and deadlines while maintaining excellent quality in daily work.
Experience mentoring or leading a team; providing personnel management support that includes training of technical and non-technical personnel and providing technical and operational direction to assigned personnel.

Experience Requirements:
In addition to the position requirements listed above, applicants must also possess the following experience and skills:
Experience using the EVMS analysis and reporting tool Encore Analytics Empower.
Experience with successful implementation and maintenance of rigorous EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects.
Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

Q-Level Clearance - This position is assigned Q-Level Clearance. Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter. To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
Pre-Employment Drug Screen - The Laboratory requires successful applicants to complete a new employment drug test and maintains a substance abuse policy that includes random drug testing.
