Summary

This position is located at the Regional Office in Albuquerque, NM.

Serve as program manager for the Wilderness, Wild and Scenic Rivers (WWSR) and other Congressionally Designated Areas (CDA) including, but not limited to ecological, biological, sociological, historical, educational, recreational, scenic, scientific, geological and conservation resources.

Responsibilities

* Duties listed are at full performance level. * Provide technical support and facilitate interdisciplinary approaches to the development of resource plans and Wilderness, Wild and Scenic Rivers, and other Congressionally Designated Areas. * Direct monitoring and evaluation of the effectiveness of Wilderness, Wild and Scenic Rivers program management by implementing indicators and costs to measure program success. * Provide guidance and recommendations on public use of Wilderness, Wild and Scenic River and other congressionally designated areas to managers for visitor expectations and how to address them. * Develop and implement training programs to ensure retention of and use of traditional skills and other competencies necessary for program management for both FS employees and others participating in management and/or service provision. * Analyze complex issues and make policy recommendations to resolve novel, obscure, or highly controversial problems that affect the WWSR program area. * Formulate long-range strategic plans, objectives, and priorities for Wilderness, Wild and Scenic Rivers program and other designated areas. * Provide expert guidance for programs for land management planning, environmental analysis, program and project planning and implementation for all Regional organizational levels. * Develop policies and direction for the Wilderness, Wild and Scenic River and other Congressional Designated areas programs for all regional organizational levels. * Create education and outreach programs to reach diverse audiences and increase understanding of Wilderness, Wild and Scenic River and other Congressionally designated areas values and benefits across a broad expanse of the public.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement:

GS-0101

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position;

* OR-

Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;

* OR-

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

GS-0401

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;

* OR-

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major;

* OR-

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

GS-12 Level: Applicants must have one year of specialized experience equivalent to GS-11 level. Examples of specialized experience are the following: Advised on the Wilderness and Wild & Scenic Rivers program, Wilderness Act, Wild and Scenic Rivers Act, laws designating wildernesses, wild & scenic rivers, and Congressionally Designated Areas on Ranger District, Forest, or equivalent; Provided advice and direction to District managers or equivalent regarding mandatory requirements for Wilderness and Wild & Scenic Rivers stewardship; Monitored and evaluated the effectiveness of Wilderness and Wild & Scenic Rivers program management at the Ranger District level or equivalent; Participated in developing partnerships with the public and organizations to increase participation in Wilderness and Wild & Scenic Rivers management at Ranger District or equivalent; Participated in training to educate regarding the skills and other competencies necessary for Wilderness and Wild & Scenic Rivers management on the Ranger District or equivalent.

GS-13 Level: Applicants must have one year of specialized experience equivalent to GS-12 level. Examples of specialized experience are the following: Advised on the Wilderness and Wild & Scenic Rivers program, Wilderness Act, Wild and Scenic Rivers Act, laws designating wildernesses, wild & scenic rivers, and Congressionally Designated Areas in the Region, Forest, or equivalent. Provided advice and direction to the Region's decision maker managers or equivalents regarding mandatory requirements for Wilderness and Wild & Scenic Rivers stewardship. Monitored and evaluated the effectiveness of Wilderness and Wild & Scenic Rivers program management. Developed partnerships with the public and organizations to increase participation in Wilderness and Wild & Scenic Rivers management. Developed and provided training programs to educate regarding skills and other competencies necessary for Wilderness and Wild & Scenic Rivers management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
