PERIKIN Enterprises maintains a contract with the National Nuclear
Security Administration (NNSA) Office of Nuclear Smuggling
Detection and Deterrence (NSDD) (NA-213), within the Office of
Global Materials Security (GMS) (NA-21) to support the Department
of Energy (DOE). NSDD works with international partners to
strengthen capabilities to deter, detect, and investigate the
smuggling of nuclear and radiological materials by providing the
expertise and tools needed to respond to smuggling events. This
includes the deployment and sustainment of radiation detection
equipment.
The Contract Specialist will directly support the Contracting
Officers (CO) for the Office of Acquisition Management (NA-APM-123)
for NSDD to execute and maintain all phases of the program's
contracting, acquisition, and financial assistance actions.
LOCATION: Albuquerque, NM (On-site at DOE, Kirtland AFB)

JOB DUTIES:
Pre-Solicitation Support:
Performs technical writing, review, and editing of technical and
pre/post-award documents
Prepares, reviews, and coordinates acquisition packages in
accordance with NNSA's Coordination and Approval Process (CAP).
Organizes and translates information into clear written
documentation.
Understand standard contract guidelines, customer requirements, and
translate them into writing. Apply clear, concise language, and
adhere to formats (NNSA templates); produce accurate, consistent,
and quality documents.
Ensure documents are in accordance with Federal law, departmental
regulations, and procedures applicable to the acquisition process
and to the administration of contracts.
Perform market research as needed.
Assist in drafting acquisition plans (to include acquisition
strategies), source selection plans (including evaluation
criteria), justification and approvals, synopses, requests for
proposals, and award documents for both negotiated competitive
procurements and sole source procurements.
including preparing solicitation packages and amendments.
Assist in drafting all documents required for awards associated
with orders under competitive multiple award contracts, and new
contracts.
Provide administrative and logistical support to proposal
evaluation.
Provide support in the preparation for discussions/communications
with offerors.
Provide support in the preparation of source selection reports and
draft briefings.
Assist in performing cost/price analyses of Contractors'
proposals.
Assist in drafting pre-negotiation objectives and price negotiation
memoranda.
Provide administrative and logistics assistance in the debriefing
of offerors.
Solicitation Support:
Assist in preparing contractual documentation for contract
modifications.
Prepare draft correspondence and contract documents.
Prepare presentation materials and participate in Government
meetings as designated by the Contracting Officer (CO).
Track cost, schedule, and performance measures.
Respond to questions/ inquiries on contract/task order
performance.
Prepare and standardize contract/task order reports.
Monitor Contractor compliance with contractual requirements.
Assist in performing analyses of Contractors' compliance with Cost
Accounting Standards and FAR Part 31.
Assist in the review and evaluation of the Contractor's requests
for payments.
Monitor for timely notifications by the Contractors of any
anticipated overrun or underrun of the estimated cost under
cost-reimbursement contracts, and contractors' financial conditions
and advise the Contracting Officer when it jeopardizes contract
performance.
Analyze limitations on payment statements and assist the
Contracting Officer in the recovery of overpayments from the
Contractor.
Monitor the Contractor's compliance with small business
requirements.
Post-Award Support: Assist the Contracting Officer in the
administration of Government Property, to include the following:
reviewing and providing recommendations regarding the adequacy of
contractor's property systems; preparing/conducting annual
assessments; reviewing reports; reviewing excess property requests;
preparing/recommending technical advice on all personal property
related issues, processing requests for deviations from federal
property management regulations; preparing/recommending
approval/disapproval of personal property transfers (domestic and
foreign), and performs follow-up as necessary.

MINIMUM REQUIREMENTS:
Bachelor's Degree in business or related discipline
Minimum 3 years of Contract Specialist experience with a government
agency
Knowledge Skills and Ability:
Ability to pass a background check and obtain a DOE Level Q
Clearance
Ability to work independently with minimal oversight at the client
site Monday - Friday
Ability to communicate effectively and professionally, both
verbally and in writing, with internal and external
stakeholders
Experience in Government Contracts, FFP and CPFF
Knowledge of Government (preferably DOE) Contracting Practices
Ability to work in a fast-paced work environment with the ability
to prioritize competing demands
Strong research and analytical skills
Desirable Qualifications:
Active DOE Q or DOD TS clearance
Knowledge of STRIPES and FAST
Physical Requirements:
Prolonged periods sitting at a desk and working on a computer
Must be able to lift a minimum of 15 pounds at times
Travel Requirements:
Domestic travel up to 15%
