Job Description: Contracts Manager oversees all aspects of the Company's contract negotiations, obligations and implementation. Their duties include negotiating contracts, advising management, and supervising the implementation of contracts for optimal efficiency. Monitor the execution of contracts, ensuring they comply with the organization's procedures and industry standards. Handle all contracts to ensure employees and executives understand the terms they agree to and the associated risks to the company, they also ensure each contract meets company objectives and conforms to legislative requirements.

Advise sales and marketing teams during purchasing and sales negotiations as well as directly assisting the sales team with pre-sale consultation with the client. Seeks out and works to win new procurement pathways for IG services. Reviews, interprets, recommends, and negotiates contractual terms and conditions and participates in developing policies, procedures, and standard practices to ensure contract activities achieve desired objectives and timetables. Advises business leadership on contractual approach in accordance with financial and programmatic objectives. Represents the organization as the primary contact for assigned government and commercial contracts.

Duties and responsibilities:
Developing and maintain relationships with independent contractors, vendors, suppliers and customers.
Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
Understand the requirements of any contract or agreement their employer is entering and advise them on how to get the most favorable terms and conditions.
Negotiates and manages all the contracts of the company to ensure that the business signs beneficial deals with minimal risk.
Oversee solicitation requirements to ensure proposals, RFPs, and data calls are compliant with terms and conditions.
Ensures that every contract signed by the company contributes to its goals and objectives while minimizing risk to the company.
Identification of agile contracting methods and assistance with submission and strategy for contract pathway proposals.
Draft a variety of contracts and agreements.
Negotiate contracts with supplier's vendors and end customers.
The company's subject matter expert around Government-Wide Acquisition Contract (GWACs), Other Transactional Authority (OTA) and Small Business Innovation Research (SBIR) Contracting vehicles as well as constant identification of emerging contract pathways.
SME with Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Supplements (DFARS).
Creating standard contracts that the company can use in its dealings with internal and external partners.
Review and approve accurate execution of Subcontracts, Non-Disclosure Agreements, Teaming Agreements.
Ensure proper coordination with accounting, sales, and program management on contractual matters.
Studying the requirements, duties and obligations of the company under contracts to ensure alignment with the company's goals and industry/Federal regulations.
Supervising contract execution to ensure compliance with regulatory guidelines.
Researching business partners and their history prior to writing or signing contracts.
Monitoring the implementation and performance of signed contracts.
Training, supervising and managing Jr procurement specialists and or contract administrators
Maintaining, updating and improving contractual records.
Ensure compliance with applicable procurement regulations, and ensure application of procurement integrity and ethics training across relevant departments

Skills and Qualifications
Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
Working knowledge of State, Federal, Commercial and international contract laws in addition to corporate contracting best practices.
Strong research skills, critical thinking and an in-depth understanding of financial analytics and legal agreements.
Exceptional negotiation, persuasion and judgment skills.
Excellent written and verbal communication skills.
In-depth knowledge of the company's core industry, policies, procedures and objectives.
Leadership and management skills.
Strong presentation skills.
Attention to detail, thoroughness and mathematical abilities.
Minimum three (3) years of construction contracts experience
Five plus (5+) years of experience in government contracts/subcontract administration
Expert Knowledge of government regulations and all contract types
Experience with IDIQ contracts
Expert knowledge on subcontractor requirements and flow downs
Expert Knowledge of the FAR, DFAR, and government regulatory standards to include Service Contract Act (SCA) and Doing Business As (DBA)
Knowledge of Insurance requirements
Ability to manage and handle multiple complex projects and details simultaneously
Detailed oriented with the ability to prioritize and organize
Able to work in a heavy volume and high-pressure environment
Ability to maintain a high level of confidentiality
Must be able to work on a self-initiated basis and in a team environment, and have the ability to work extended hours and travel as required.
Experience with military construction procurement is ideal.
Minimum of a bachelor's degree in business, administration or management

Proof of COVID19 vaccine required
Clean driving record with proof of insurance and valid driver's license
Ability to gain access to DoD facility
