This involves conducting training, focusing primarily on one or more of the key program elements within the DOE Safeguards and Security (S&S) Program and related subjects; developing and revising courses, using instructional systems design (ISD) methodology; formulating teaching outlines and determining instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods; developing and selecting training aids, such as multimedia visual aids, training handbooks, demonstration models; and testing students to measure progress and evaluate effectiveness of such training.Essential Duties and Responsibilities:

  • Primary responsibility is to instruct within the DOE S&S Program and utilize ISD methodology in all areas of class design and implementation.
  • Serves as a subject matter expert in DOE S&S training by: maintaining and applying a comprehensive (mastery-level) knowledge and competency in area(s) of occupational expertise and related laws, regulations, and orders, most notably Executive Order 12968, 10 CFR 710, National Adjudication Guidelines, and DOE O 472.2. Maintaining and applying comprehensive (mastery-level) knowledge of training/learning methodologies and techniques; serving as lead on training projects/programs pertaining to the Personnel Security field to include the Human Reliability Program, Insider Threat Program, Foreign Interactions Program. Acts as liaison with working groups in field of specialization or occupational expertise; and maintaining professional certification and qualification standards as applicable.
  • Teaches and conducts training presentations, as assigned, by: reviewing course materials and lesson plans prior to instruction and/or presentation; identifying learning objectives; utilizing teaching aids (e.g., multimedia visual aids, training handbooks, reference works, demonstration models, etc); utilizing instructional methodologies (e.g., classroom instruction, demonstration, hands-on experience, performance exercises, scenarios, role-playing, lectures, discussions, etc,), utilizing knowledge of specified training needs and effectiveness of such methods; and carrying out training presentations within prescribed course framework.
  • Facilitates and/or leads course presentations by: maintaining course schedules; planning and recommending requisite course instructional staff and resources; ensuring coordination of requisite pre-presentation activities (e.g., student enrollment, classroom assignment, training manual revision and reproduction, preparation of student performance and/or comprehension tests, critiques, etc.); and ensuring training presentations are carried out within prescribed course structure and schedule.
  • Reinforces learning by: utilizing teaching aids; demonstrating occupational practices, procedures, and techniques; involving students in hands-on or experiential learning and practical applications/exercises; encouraging student participation and interaction; answering student questions; observing student performance; providing feedback to students; identifying student progress and/or remedial training needs; providing technical guidance; coaching, counseling, and assisting students.
  • Evaluates effectiveness of training/course presentations by: observing student performance and application of techniques and skills; assessing comprehension of subject matter, using oral interviews, written examinations, and performance tests, analyzes training effectiveness through participant feedback and course evaluations and implements suggestions for improvement as appropriate.
  • Satisfies course design and development by identifying training and development needs; analyzing safeguards and security personnel job tasks; evaluating current training programs; conferring with training, management, and supervisory personnel to disseminate and receive input toward identifying subject areas required to develop, expand, and/or enhance curriculum and personnel training and development; completing the instructional systems development (ISD) process (i.e., analysis, design, development, implementation, and evaluation); and collaborating with subject matter experts and instructional designers in the development and update of curricula, syllabi, lesson plans, training aids, test questions, training manuals, etc.
  • Ensures instructional presentations meet course objectives and training standards by: maintaining a comprehensive level of knowledge, skills, and abilities requisite in the occupation or profession, reviewing course materials prior to instruction or presentation, identifying learning goals and objectives; incorporating requisite and prescribed training methodologies and techniques, maintaining continuity and consistency of training; ensuring learning goals and objectives are achieved; carrying out training presentations within prescribed course structure; and following applicable DOE orders and relevant workplace policies and procedures.
  • Completes course/project administrative tasks by: planning, organizing, and prioritizing work for accomplishment within expected timeframes; documenting action(s) and task(s) completed; accurately recording the account code and time worked on each course/project; preparing and submitting for processing applicable forms/requisitions required for course/project completion; and following applicable DOE, and NTC-specific policies and procedures.
  • Performs tasks in a safe and healthful manner by: employing practices designed to prevent injuries and illnesses; following applicable safety and health laws, regulations, orders, policies and procedures, reporting accidents, injuries, occupational illnesses and safety/health-related incidents, occurrences, and potential problems in accordance with applicable DOE orders and safe operating procedures.
  • Maintains professional, technical, and instructional knowledge/subject matter expertise by: reviewing and studying applicable federal laws and regulations, DOE orders, NTC policies and procedures; attending educational workshops; reviewing applicable professional and technical publications; establishing and maintaining professional liaisons and networks; participating in training workshops, work groups, quality panels; and participating in professional associations and societies.
  • Serves customers (external and internal) by: focusing on quality; listening actively to needs and concerns; anticipating desires and expectations; responding expeditiously to questions, requests, and concerns; and satisfying needs and expectations.

          • Other duties as assignedQualifications:Essential Skills and Experience:
            • A bachelor's degree (master's degree preferred), from an accredited college or university, emphasizing the profession/occupation and/or emphasizing education, adult learning, or teaching and learning technologies. Any combination of relevant education, training, and qualifying experience (i.e., experience comparable in difficulty to college-level work), totaling five years above the baccalaureate level, may be considered acceptable in providing the required knowledge, skills, and abilities rendering the applicant/incumbent fully competent to perform the essential duties, tasks, and responsibilities of this position.
            • Must have a minimum of five years experience with personnel security principles, concepts, and methodologies. This experience will have included preparing and conducting access authorization interviews to resolve minor derogatory information or reviewing interview transcripts, preparing summaries and recommendations for further action, pre-screening and evaluating investigation reports or security surveys, and participating in personnel security special team studies.
            • Specialized experience is considered to be practical and progressive experience applying the principles, practices and techniques of the occupation or profession, including teaching or instructor experience involving instruction in the use of equipment, principles, practices, and techniques of the occupation or profession. Such experience must show evidence of a thorough knowledge of the principles underlying the occupation or profession and an understanding, both theoretical and practical, of the methods and techniques applied in the performance of the professional or occupational work. Such experience must be of such quality, character; and diversity to be a satisfactory substitute for the required education.
            • Thorough knowledge of instructional system development (ISD) methods (i.e., analysis, design, development, implementation, and evaluation), both theoretical and practical, and demonstrated skill in applying the methodology.
            • Comprehensive knowledge of local, state, and federal laws, regulations, and orders pertaining to safeguards and security training (i.e., physical security and surveys) and safety.
            • Strong interpersonal skills (e.g., ability to work effectively on teams, communicate effectively, teach, motivate, and counsel students, work and interact effectively and amicably with people from diverse backgrounds, cultures, and personal attributes.
            • Effective communication skills (i.e., ability to present ideas effectively in formal and informal situations and convey thoughts clearly and concisely, both orally and in writing).
            • Strong planning, organizational, and time management skills. Ability to effectively plan, organize, and prioritize work, and to control and follow up to assure work completion.
            • Demonstrated initiative (i e, initiate appropriate action without being directed) and ability to work independently.
