Job Description:

Reports to the designated Vice President, Operations and is a salaried, exempt position. Plans, organizes, administers, and controls the programs and activities necessary to effectively operate and meet the objectives of a Job Corps training center. These objectives are to prepare young, disadvantaged youth for useful employment by providing comprehensive residential training, educational and vocational training, and positive paths through personal example, understanding, and patience by a combined effort of all staff. Responsible for administering contract negotiated with the Department of Labor. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of: workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living. Duties and Responsibilities: --- Demonstrates and abides by Aleut Core Values and operating principles. --- Responsible for the overall administration of an efficient and effective student training program. --- Responsible for center meeting established goals and objectives and maintaining 100% OBS. --- Surveys community support and discovers leadership structures and organizations. --- Builds a continuing relationship with community leaders and social, religious, civic, and service organizations. Serves on state and local workforce investment boards and youth councils. --- Fosters an atmosphere that will encourage high employee morale and result in the highest standards of performance and staff retention. --- Conducts regular staff meetings. --- Plans and prepares budgets to provide for current and projected activities. --- Provides necessary reports for the Department of Labor and corporate headquarters. --- Keeps the President, Job Corps Operations informed on all matters sufficient to warrant attention. --- Ensures that departmental reviews are conducted on a regular basis. --- Ensures that equal employment and affirmative action goals and objectives are met. --- Responsible for the safe operation of the center and also the safety of the students. --- Prepares and conducts performance evaluation. --- Approves all human resources transactions, e.g., merits, new hires, etc. --- Clearly communicates and consistently models appropriate CSS and employability skills including personal responsibility and computer fluency. --- Maintains accountability of staff, students, and property, adheres to safety practices in all areas of responsibility. --- Cultivates and maintains a climate on center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn. --- Performs other duties as assigned. They are not to be construed as an exhaustive list of all duties that may be performed in such a position. Education and Experience Requirements: --- Bachelor's Degree. Prefer Master's degree or equivalent combination of education and experience. --- Five years' experience in program management and direction in Job Corps or similar training program. Experience working with the program's targeted population is highly desirable. --- Valid State driver's license in the state of employment with acceptable driving record. Additional Requirements: Must be able to establish rapport and relate effectively with students and direct and inspire staff. Must possess the physical and mental toughness to withstand long hours required. Recognize socioeconomic problems and possess ability to work on these. Ability to withstand pressure and frustration. Knowledge of educational programs, including both academic and vocational training, contract administration, and fiscal analysis. Excellent communication skills, both oral and written. Position requires an ability to drive an automobile. In addition, individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments. Working Conditions: This position involves frequent standing and walking and occasional sitting and driving. Applicant must be able to see, hear, and speak. Environmental Demands: Position requires ability to spend 35% of work time outside and 65% of work time indoors; ability to withstand moderate noise levels, including voice levels 90% of work time; ability to work in high temperature settings during the summer months; and ability to work in low temperature settings in winter months.
