National Radio Astronomy ObservatoryPosition Description: Position SummaryThe National Radio Astronomy Observatory (NRAO) is seeking to hire a Cost Analyst to support the design and development stage of the Next Generation Very Large Array (ngVLA) project by providing cost analysis, backup, and content to support estimation of project life cycle cost. Project budget anticipated to be -$2B+. Documentation must be compliant with U.S. General Service Administration (GSA) Cost Estimating Standards and National Science Foundation (NSF) Research Infrastructure Guide. This position will work closely with the project director, project managers, and team while reporting to the Assistant Director for Observatory Budgets to assure compliance with reporting standards and to an ngVLA Project Manager for day-to-day activities.The position will be based in Albuquerque, NM. The NRAO Albuquerque Office (NAO) is located in the Science and Technology Park at the University of New Mexico (www.unm.edu). Albuquerque is the largest city in New Mexico with a wide variety of restaurants, entertainment, and cultural events. With over 300 days of sunshine each year, Albuquerque offer ample access to outdoor recreation. Partial telework or remote work arrangement may be considered for well qualified candidates. Occasional travel to NRAO sites will be required under a remote work arrangement. In addition to competitive pay, NRAO provides excellent paid time off benefits (vacation and sick leave). No contribution is required of the employee; we also offer an optional supplemental, tax-deferred plan for employee retirement contributions. Duties & Responsibilities

  • Use cost estimation software, build and maintain models to support cost estimation of ngVLA project, including the ability to run alternate scenarios upon request, often with short deadlines.
  • In conjunction with the Budget Office, ngVLA Project Managers, and the ngVLA Scheduler, develop processes to support cost estimation
  • Support Project Managers and Integrated Product Team (IPT) Leads in developing and maintaining estimates for their work scope
  • Ensure quotes are complete and current.
  • Assure consistent linkage/storage of quotes and estimate backup documents
  • Develop and implement a process to build Basis of Estimate documentation in collaboration with ngVLA Project Managers and IPT Leads
  • Maintain and execute estimating plan
  • Identify and maintain Ground Rules & Assumptions for estimate preparation
  • Develop point estimate and compare it to an independent cost estimate
  • Develop project estimate with associated sensitivity, risk, and uncertainty analyses
  • Fully document and prepare estimate for management review and approval at various stages in the project lifecycle
  • Update the estimate as required to reflect actual costs and changes
  • Prepare regular reporting as needed.Work EnvironmentWork is typically performed in an office environment. This position will require periodic travel to Observatory sites.Position Requirements: Minimum EducationA Bachelors degree in accounting, finance, engineering, or related field.Minimum ExperienceThree years of experience related to project cost analysis.Preferred ExperienceFive years of directly related experience in project cost analysis.Competency SummaryCertified Cost Estimator/Analyst (CCEA) Certification or similar certification preferred. Demonstrated knowledge of Cost Estimating Standards. Must exhibit excellent organizational skills and ability to track, consolidate, and analyze large amounts of data and information with inputs from multiple sources. Strong analytical and project management skills required with expert attention to detail, accuracy, analytic consistency and data integrity. Must exhibit excellent verbal and written communication skills with ability to interact professionally, both internally and externally, with a diverse group including executives, managers, planners, engineers, buyers, and field service personnel. Ability to influence without authority. Expert judgment to make and document decisions and business related assumptions, to prioritize work, and to trouble shoot issues efficiently to solve problems.Additional RequirementsMust possess a valid driver's license.
